Dr Lee joined the Institute of Mental Health (IMH) in 1994. He is currently a Psychiatrist and Senior Consultant as well as the Clinical Director at the Office of Population Health (OPH) and the Co-Chair for the Staff Protection Office (SPO) at IMH.
He held multiple administrative appointments at IMH over the years, including the Programme Director of National Addictions Management Service (NAMS) from 2017 to 2024; the Vice-Chairman Medical Board (Clinical) from 2012 to 2021; Head of the Emergency Services from 2015 to 2021; the Programme Director of Mobile Crisis Service from 2007 to 2021; the Chief of the Department of Community Psychiatry from 2004 to 2014 and the Programme Director of the Community Mental Health Team from 2007 to 2017. He is currently a member of the National Healthcare Group (NHG) Population Health Campus (PHC) Clinical Governance Committee and was a member in multiple committees in NHG in the past.
Dr Lee is an Adjunct Associate Professor at Lee Kong Chian School of Medicine, Nanyang Technological University (NTU) and an Adjunct Assistant Professor and Clinical Senior Lecturer at Yong Loo Lin School of Medicine, National University of Singapore. He is a member of the Singapore Red Cross Academy Advisory Panel. He is also an academic board member for the Executive Counselling & Training Academy (ECTA).
Dr Lee has been a fellow with the Academy of Medicine, Singapore (Psychiatry) since 2003. He is currently the Vice President of the College of Psychiatrists (and a Council Member since 2017) and was the Chairman of the Section of Addiction Psychiatry from 2018 to 2022. He was also a past President of the Singapore Psychiatric Association (SPA).
Dr Le is currently the Chairman for the Institutional Review Board (IRB) for Republic Polytechnic. He is also a member of the People’s Action Party Mental Health Group Panel of Professional Advisors. He has been appointed as a Justice of the Peace in 2018 and is a member of the Board of Visiting Justices and Board of Inspection for Ministry of Home Affairs. He is also a member of the Public Service Commission’s Disciplinary Panel of Persons. He is the Chairman of the Singapore Armed Forces (SAF) Psychiatry Advisory Board since 2020 and is the Chair of a Drug Rehabilitation Centre Review Committee since 2021. He is appointed by Ministry of Health to be a Council member of the Singapore Medical Council since 2021. He is also a member of the NTU Health Specialist Panel since January 2024. He is also a member of the Workplace Safety and Health WSH Council (Mental Well-being) Committee from July 2024. He was an accredited Mediator at the Singapore Mediation Centre from November 2018 to 2024.
Dr Lee is currently the President of the Singapore Association for Mental Health (SAMH) and was the immediate past President of the Silver Ribbon Singapore (SRS). He is also a board of director of Hugs Community Services, Impart and We Care Community Services. He also sits on the advisory board for the Society of Sheng Hong Welfare Services. He is currently a member of the Steering Committee for Beyond The Label 2.0 and also a member of MigrantWell Singapore Expert Panel. He was a member of the Interagency Taskforce on Mental Health & Well-Being. He was also a board member of the National Council for Social Service (NCSS) from 2014 to 2020.
Dr Lee received the Ministry of Health/National Healthcare Group Distinguished Senior Clinician Award in 2021. He also received the Commendation Medal (Covid-19) in 2022 and the National Day Long Service Award in 2020 and the Public Administration Medal (Bronze) in 2019. He received the Ministry of Social and Family Development (MSF) 5 years Long Service Award in 2021 and the ‘Friends of MSF’ award in 2017.He received the NCSS 20 years Long Service Award (voluntary
service to SAMH) in 2017. He received the NHG Distinguished Achievement Award in 2014; the Public Service (PS21) Star Service Award in 2010 and the Healthcare Humanity Award in 2008.
WE CARE has a support group called “Family and Friends Support Group”. Facilitated by WE CARE counsellors, this group is meant for caregivers, spouses, partners, family members or friends affected by an addicted loved one.
"Family & Friends" teaches effective strategies for self-care and how to cope with the recovering addict. The support group focuses on changing the way you interact with the recovering loved one. Using the CRAFT Model and SMART Recovery tools, we will touch on important topics that family members and friends experience, including:

SMART Recovery
SMART stands for Self-Management & Recovery Training. Participants learn tools for addiction recovery based on the latest scientific research and participate in a world-wide community which includes free, self-empowering, science-based mutual help groups. All facilitators are registered SMART Recovery Facilitators.
SMART is an ongoing closed group and caters to individuals with a history of addiction. Interested participants are required to undergo a clinical intake before attending SMART Recovery.

Mindfulness For Recovery
Mindfulness for Recovery is an open group to learn and practice mindfulness. Mindfulness helps participants to break away from their own destructive habitual patterns. All facilitators have personal experience practising mindfulness. This group is catered for people with a history of addictions, reactive behaviours and/or mood disorders.
